Vehicle Restrictions for Age 20 to 24 Drivers:

  • Some Vehicles are not available to your age group- The car rental companies restrict the rental of certain types of their vehicles for drivers who are within the age 20 to 24 age group.

  • *ALERT!-While your reservation for a "restricted" vehicle may go through using this or other online reservation systems including the car rental company retail websites, it is likely that when you get to your destination that you ultimately NOT be able to actually rent the vehicle you selected if it falls within within the list of their age restricted vehicles. You will most likely be switched to a non-age-restricted vehicle, if available.

  • Age-Restricted Vehicles - Each company has it's own unique list of age restricted vehicles, which may change at any time. Below are the types of vehicles that are usually restricted. However, one company may allow you to rent a certain vehicle, while another company may not. We suggest you review this list. If the vehicle you want to rent is in any of the lists below, before you make your reservation, we suggest you call the company you are planning on renting from to see if you will actually be able to rent it when you arrive at your destination. If a vehicle is listed with one company, please consider that you may not be able to rent that vehicle with another company, even if it is not on their list.

Regarding the Young Driver Surcharge:

  • While you may be an excellent driver, statistically, this age group is involved in a much higher incident rate. Most companies will not rent you a car if you are under 20 or 21.
  • What you need to know: Each car rental company we represent charges an "underage" or "Young Driver Surcharge" (YDS). The rate varies with each company from between $8 to $30 per day. Please note that taxes are added to this surcharge. (see below for tax calculation)
  • *ALERT! - Whether you see a YDS on your online estimate or not, whether using this website or when renting directly with a car rental company, please note that you will be charged the YDS (plus tax) when you rent a car in Hawaii. It is added to your bill at the end when you return the car.  (see below for tax calculation)

*How to Calculate the Youthful Driver Surcharge:

Please note that taxes are added to all Young Driver Surcharges (YDS) in Hawaii. For example, if you are renting from a car rental location that is "on-site," in or at the airport, for example, at the Honolulu Airport, an 11.11% "Concession Recovery Fee" (CRF) will be added to the YDS. You will then be taxed 4.17% Hawaii General Excise Tax (GET) on that total amount. If you're renting from a car rental location that is "off-site," such as Dollar or Thrifty for example, which is not within the Honolulu Airport property, there is no 11.11% "Concession Recovery Fee" charged to the base rental amount or to the YDS. However, the YDS will incur the 4.17% GET tax at all locations as well as the 0.0545% Honolulu County Tax (about 55 cents on a $100 car rental base rate) at Oahu non-airport and offsite locations.

Calculate Taxes on YDS - within Honolulu Airport Terminal Example:
7-day rental x $25/day YDS = $175
$175 x 11.11% CRF = $19.40 + $175 = $194.44
$194.44 x 4.17% GET tax = $202.55  TOTAL YDS (that will be added to your rental)

  • The above example is one of the highest pricing examples. See above companies for their YDS rates, which may be as little $8.00 to as much as $30/day plus tax.

  • *ALERT! - Whether you see a YDS on your online estimate or not using this website or renting directly with any car rental company, please note that you will be charged the YDS plus tax when you rent a car in Hawaii. It is added to your bill at the end when you return the car.

AGE 20 to 24 UNDERAGE DRIVERS: (2017)

Many people ask about the reduced age 20 to 24 so-called "underage" or "young driver" fees that Hawaii Car Rentals is offering and...

  • Is it really true?
  • What do I have to do, or prove, to get the reduced underage driver fee?
  • Why do some of the companies state your bonuses incorrectly or don't state them at all?
  • Why do the car rental company Terms and Conditions state $27/day if the offer is really less than that?
  • Why was I told on the phone by the car rental company I would be charged $27/day because I was "underage"?

Are you confused? I would be too. So first, let me apologize for the discrepancies and confusion about this issue. I get so many emails about this subject that I decided to make this web page about the reduced underage driver fee issue. It is an attempt to explain the underage driver issue as best I can and also to satisfy your concerns. The bottom line is that the car rental companies I am partnered with are not going to change their national terms and conditions statements or their websites to accommodate one market - Hawaii (just because we have a special agreement with them). It is up to us, Hawaii Car Rentals, a corporate discount vendor partner of these companies, to explain it to our customers. ... The Bottom Line:  The "Hawaii Only" terms and conditions in the contracts that we have with the various car rental companies supersedes their nationwide terms & conditions. In other words, when you reserve your car through Hawaii Car Rentals, the pre-negotiated contractual agreement that we have with Avis, Budget, Dollar, Thrifty and Enterprise takes priority over their terms and conditions that YOU see on their websites or in the terms & conditions section of your rental agreement with them. As an example, when renting with Thrifty via www.HawaiiCarRentals.net, if in their terms and conditions it says as an underage driver you will or may be charged $27/day, but the Hawaii Car Rentals website says it's only $8/day (2017) for Thrifty, then it'll be $8/day because our "Hawaii Only" agreement takes precedence. Below, listed under each company's logo, are the Underage Driver Fees when renting through this website. What about Hertz? We have no special agreement with Hertz in regards to the driver's age. However, as you'll see when reserving with Hertz through our website, the underage driver fee for age 20 to 24 is $20 to $30 per day, depending on vehicle size. Certain vehicles, for example, their Adrenalin and Prestige Collection cars, may be excluded and/or at the higher surcharge.

Special Notes: (Also see the Thrifty EXCEPTION

You don't need any sort of coupon to get our special rates or the reduced underage driver fee with Dollar and Thrifty). You don't need to show or prove anything when you get to Hawaii to pick up your car. The Dollar and Thrifty car rental pick-up desk agent will see these applicable bonuses and rates on his or her computer screen (because they were built into the web link when you reserved the car).

No one who has ever booked through Hawaii Car Rentals (www.hawaiicarrentals.net) using our web links has ever been charged for an additional driver or been  overcharged for Dollar or Thrifty young driver fees. I guarantee you will not be overcharged. I always tell peopleif you reserve through our website using our special links, and are charged extra, then I will make sure you are reimbursed. In the many years (since 2003) that I've been renting cars in Hawaii, I've never had to reimburse anyone.

Hertz Age Differential Charge Policy:
On most retail rentals at corporate locations and participating licensee locations in the US, the minimum age is 25 without an additional Age Differential Charge, and 20 with an additional Age Differential Charge. (Age 20, 21, 22, 23 and 24 are assessed an Age Differential Charge, usually $20 to $30/day plus tax).

Hertz states - "Certain accounts have agreements with Hertz which permit rentals to young renters. Renters must present a valid identification at the time of rental and additional fees may apply. (As stated above, even though we are a corporate account, we DO NOT have an agreement with Hertz where age 18 or 19 are allowed to rent any cars).

At this time, a $25 - $27/day underage driver surcharge fee applies to drivers who are under 25 years old (age 21-24). If the underage driver is your spouse or domestic partner, with Avis and Budget, the additional driver fee is waived. But as an underage driver, that fee will still apply.

DOLLAR & THRIFTY - 2017: Age 21 to 24

  • First underage driver - $8/day surcharge
  • Second and third underage drivers - $8/day surcharge for each

Because of special arrangements that Hawaii Car Rentals has with Thrifty Car Rentals (for Hawaii only), we are able to offer car rentals in Hawaii to drivers age 21 to 24 (under 25) at a reduced $8/day fee instead of the usual $27/day fee. Please note that renters under the age of 25 are "able to rent all car categories." There is nothing special that you have to do in order to get the reduced underage fee. Simply by booking your car with our special web link (and NOT selecting "See Standard Rates") enables this bonus. (See the Thrifty EXCEPTION)

If you click on one of those offers, you can definitely take advantage of the offer - you might even get a lower rate than we can offer at that particular time. However, if you do take advantage of the offer, please be advised that you will lose the young driver surcharge reduction as well as the additional driver fee waiver that are offered by Hawaii Car Rentals. By clicking on one of those specials, you may now have even been bumped from our corporate discount web link code (the special Hawaii only corporate agreement that we have with Thrifty). In that case, you will not be entitled to our special rates and waivers even if you then decided to NOT take advantage of the Thrifty retail website special offers and tried to reserve a car during the same session. See Standard Rates / See Corporate Rates - Warning:

When you book through www.hawaiicarrentals.net with Thrifty and get to the "select a car" page, please be advised if you click on "See Standard rates" (see the graphic below that looks like this ), it will show you a set of rates that may or may not be lower than our corporate discount rates. Because of supply and demand, on that particular day, if there is an overstock of cars that Thrifty needs to get rented out, the "standard rates" might be lower on their retail website than our corporate discount rates. That's great - go ahead and book a car at that rate - But please be advised, if you select a standard rate car, you will NOT be entitled to any additional bonuses at all, such as underage driver surcharge fee discount or additional driver fee waivers. You WILL be charged $27/day if you are 21 to 24 and you will be charged for additional drivers (usually $12/day). Unfortunately, there is nothing we can do after the fact to help you out on this. Nevertheless, do not despair, in many cases, the total cost of the rental might not be much more costly than if you had not selected standard rates. But that depends on how low the standard rates offered were on that particular day. Lots of times it turns out to be, as they say, "six of one, half dozen of the other."

Thrifty Does Not Allow Double Benefits:

Like all companies, Thrifty does not allow double benefits. We've all seen or heard the statement, "may not be used in conjunction with any other offer or promotion." - ie: a lower than our corporate rate AND the additional driver fee waivers and underage driver surcharge fee discounts. But if having these bonuses are not an issue for you and the standard (retail) rate is lower than our corporate discount rate that day, by all means, go with the lower rate. I certainly would. In many cases, if you inadvertently happen to select "standard rates" and not our "corporate rates" because they were lower and you also have to pay for an additional driver or the full underage fee, the total cost of the rental might not be a whole lot different than if you had selected corporate rates and didn't have to pay for those bonuses. But all that depends on how low the standard rates that were offered that day were. Lots of times it turns out to be, as they say, "six of one, half dozen of the other."

Enterprise Underage Driver Fees - Hawaii Car Rentals

Please note that renters under the age of 25 are normally restricted to economy through full size vehicles only. There is nothing special that you have to do or prove in order to get the reduced underage fee. Simply by booking your car with our special web link enables this bonus.

READ THIS DISCREPANCY: Enterprise is supposed to be $25/day at all Hawaii locations. When you make a reservations, you may notice that there may or may not be a YOUNG RENTER FEE charged. Please be advised that when you finalize your bill at the drop-off counter, you will be charged even if your reservation does not show a charge. We've called our Enterprise rep and also some Enterprise Hawaii locations and they all say for our corporate account it's supposed to be $25/day at all locations.

What is the Minimum Age to Rent a Car in Hawaii?

What are you supposed to do?

OPTION #1: Age 18 to 19 - Honolulu ONLY

If you contact me, I can direct you to a few private rental car outlets in Honolulu ONLY who will rent to young, "underage drivers" who are 18 or 19 years old. NOTE: I don't know these companies directly and I've never rented from them before. I've read some reviews - some people had really fine experiences and other people had terrible experiences. Rent at your own risk!


OPTION #2: Age 18 to 19 - All Islands:

As per our contractual agreements, none of the car rental companies we represent will rent to anyone who is not at least 21, or 20 years old in the case of Hertz. If you are 18 or 19 years old, it is our understanding that you can rent a Dollar Car Rental (with cash or credit card or Traveler's Checks) for Kauai, Oahu, Maui and the Big Island through Blue Sky Tours Hawaii (BSTH), but only by going through your local travel agent if your travel agent is registered with BSTH. You cannot book a car rental directly with BSTH; you are required to go through a travel agent and the travel agent must be registered with BSTH. BSTH rates appear to be competitive with our rates, perhaps a bit more, but unlike www.HawaiiCarRentals.net, there are no underage driver surcharge fee discounts nor fee waivers for additional drivers. If you are 18 or 19 years old, expect to pay an underage surcharge fee of something like $30/day ($210/week) plus airport tax, plus Honolulu City tax, plus Hawaii sales tax. The underage driver fee is in addition to the car rental base rate, taxes and fees. Check with your local travel agent to see if they are registered with BSTH.
