In 2010 the Hawaii State Legislature enacted a bill (SB2461/ HB2370) that raises the rental motor vehicle customer facility charge (CFC) from $1/day to $4.50/day. This new fee went into effect on September 1, 2010. This bill appropriates special funds for airport rental car facility construction and improvements statewide. The State Department of Transportation assesses and collects the entire fee from the rental car companies with facilities at the state airports. So, unfortunately, car rental companies are forced to pass this fee on to the consumer.
