Many people ask about the reduced age 21 to 24 so-called "underage" or "young driver" fees that Hawaii Car Rentals is offering and...

  • Is it really true? 

  • What do I have to do, or prove, to get the reduced underage driver fee?

  • Why do some of the companies state your bonuses incorrectly or don't state them at all?

  • Why do the car rental company Terms and Conditions state $27/day if the offer is really $10/day or $20/day?

  • Why was I told on the phone by the car rental company I would be charged $27/day because I was "underage"?

Are you confused? I would be too. So first, let me say I apologize for the discrepancies and confusion about this issue. I get so many emails about this subject that I decided to make this web page about the reduced underage driver fee issue. It is an attempt to explain the underage driver issue as best I can and also to satisfy your concerns. The bottom line is that the car rental companies I am partnered with are not going to change their national terms and conditions statements or their websites to accommodate one market - Hawaii (just because we have a special agreement with them). It is up to us, Hawaii Car Rentals, a corporate discount vendor partner of these companies, to explain it to our customers. ... Steve Parquet, Owner, Hawaii Car Rentals. 

The Bottom Line: The "Hawaii Only" terms and conditions in the contracts that we have with the various car rental companies supersedes their nationwide terms & conditions. In other words, when you reserve your car through Hawaii Car Rentals, the pre-negotiated contractual agreement that we have with Avis, Budget, Dollar, Thrifty and Enterprise takes priority over their terms and conditions that YOU see on their websites or in the terms & conditions section of your rental agreement with them. As an example, when renting with Thrifty via www.HawaiiCarRentals.net, if in their terms and conditions it says as an underage driver you will or may be charged $27/day, but the Hawaii Car Rentals website says it's only $10/day for Thrifty, then it's $10/day because our "Hawaii Only" agreement takes precedence. Below, listed under each company's logo, are the Underage Driver Fees when renting through this website.

Each car rental company we represent charges an "underage" or "young driver" fee. The rate varies with each company from between $10 and $27 per day. While you may be an excellent driver, statistically, this age group is involved in a much higher incident rate. These companies will not rent you a car if you are under 21. Except Dollar - see Age 18-20


Special Notes: (Also see the Thrifty EXCEPTION)

You don't need any sort of coupon to get our special rates or the reduced underage driver fee (Dollar, Thrifty, Enterprise). You don't need to show or prove anything when you get to Hawaii to pick up your car. The Dollar, Thrifty and Enterprise car rental pick-up desk agent will see these applicable bonuses and rates on his or her computer screen (because they were built into the web link when you reserved the car).

No one who has ever booked through Hawaii Car Rentals (www.hawaiicarrentals.net) using our web links has ever been charged for an additional driver or been  overcharged for Dollar, Thrifty or Enterprise young driver fees. I guarantee you will not be overcharged. I always tell people if you reserve through our website using our special links, and are charged extra, then I will make sure you are reimbursed. In the many years I've been renting cars in Hawaii since 2003, I've never ever had to reimburse anyone. 

 

Please Note:  
Avis Underage Checkbox  Budget Underage Checkbox  AVIS/BUDGET: Just because there may be no place to check your age on the Avis and Budget reservation forms, or it doesn't show up in your estimate after you fill in the reservation form, does not mean you will not be charged an underage surcharge fee when you pay for your rental car. The young driver fee for Avis and Budget is listed below.

Just because there may be no place to check your age on the Dollar or Thrifty reservation forms, or it doesn't show up in your estimate after you fill in the reservation form, does not mean you will not be charged an underage surcharge fee when you pay for your rental car.

Enterprise Underage Checkbox  ENTERPRISE:
Currently, Enterprise is the only company who has the option of specifying your age group. Enterprise usually shows a  young driver fee for airport rentals on your estimate. For some reason, they do not show it for reservations at off-airport locations, but they should. See READ THIS MISTAKE in the Enterprise section below.

AVIS & BUDGET - 2013:

  • Only one underage driver allowed

  • $27/day surcharge for underage driver

  • All additional driver must be 25 or older

At this time, a $27/day underage driver surcharge fee applies to drivers who are under 25 years old (age 21-24). If the underage driver is your spouse or domestic partner, with Avis and Budget, the additional driver fee is waived. But as an underage driver, that fee will still apply.

 


Dollar Underage Driver Fees - Hawaii Car Rentals   Thrifty Underage Driver Fees - Hawaii Car Rentals
DOLLAR & THRIFTY - 2013:

  • First underage driver - $10/day surcharge

  • Second and third underage drivers - $10/day surcharge for each

Because of special arrangements that Hawaii Car Rentals has with Thrifty Car Rentals (for Hawaii only), we are able to offer car rentals in Hawaii to drivers age 21 to 24 (under 25) at a reduced $10/day fee instead of the usual $27/day fee. Please note that renters under the age of 25 are "able to rent all car categories." There is nothing special that you have to do in order to get the reduced underage fee. Simply by booking your car with our special web link (and NOT selecting "See Standard Rates") enables this bonus. (See the Thrifty EXCEPTION)

Specials, Hot Deals, Wild Cards - Warning:

When you are making your car rental reservation on the Thrifty reservations page(s), sometimes Hot Deals, Specials, Wild cards or other discounts are displayed. If you click on one of those offers, you can definitely take advantage of the offer - you might even get a lower rate than we can offer at that particular time. However, if you do take advantage of the offer, please be advised that you will lose the young driver surcharge reduction as well as the additional driver fee waiver that are offered by Hawaii Car Rentals. By clicking on one of those specials, you may now have even been bumped from our corporate discount web link code (the special Hawaii only corporate agreement that we have with Thrifty). In that case, you will not be entitled to our special rates and waivers even if you then decided to NOT take advantage of the Thrifty retail website special offers and tried to reserve a car during the same session. Whether you did or did not accept one of these offers on the Thrifty retail website and you'd like to go back and make a do-over or a different reservation so you can get our special rates and waivers, here's our corporate discount link: http://hawaiicarrentals.thrifty.com. See Standard Rates / See Corporate Rates - Warning:

When you book through www.hawaiicarrentals.net with Thrifty and get to the "select a car" page, please be advised if you click on "See Standard rates" (see the graphic below that looks like this ), it will show you a set of rates that may or may not be lower than our corporate discount rates. Because of supply and demand, on that particular day, if there is an overstock of cars that Thrifty needs to get rented out, the "standard rates" might be lower on their retail website than our corporate discount rates. That's great - go ahead and book a car at that rate - But please be advised, if you select a standard rate car, you will NOT be entitled to any additional bonuses at all, such as underage driver surcharge fee discount or additional driver fee waivers. You WILL be charged $27/day if you are 21 to 24 and you will be charged for additional drivers (usually $12/day). Unfortunately, there is nothing we can do after the fact to help you out on this. Nevertheless, do not despair, in many cases, the total cost of the rental might not be much more costly than if you had not selected standard rates. But that depends on how low the standard rates offered were on that particular day. Lots of times it turns out to be, as they say, "six of one, half dozen of the other."

 

Thrifty Does Not Allow Double Benefits:

Like all companies, Thrifty does not allow double benefits. We've all seen or heard the statement, "may not be used in conjunction with any other offer or promotion." - ie: a lower than our corporate rate AND the additional driver fee waivers and underage driver surcharge fee discounts. But if having these bonuses are not an issue for you and the standard (retail) rate is lower than our corporate discount rate that day, by all means, go with the lower rate. I certainly would. In many cases, if you inadvertently happen to select "standard rates" and not our "corporate rates" because they were lower and you also have to pay for an additional driver or the full underage fee, the total cost of the rental might not be a whole lot different than if you had selected corporate rates and didn't have to pay for those bonuses. But all that depends on how low the standard rates that were offered that day were. Lots of times it turns out to be, as they say, "six of one, half dozen of the other."

Enterprise Underage Driver Fees - Hawaii Car Rentals
ENTERPRISE - 2013:

  • Only one underage driver allowed - $10/day to $20/day surcharge

  • All additional driver must be 25 or older

Because of special arrangements that Hawaii Car Rentals has with Enterprise Rent-A-Car (for Hawaii only), we are able to offer car rentals in Hawaii to drivers age 21 to 24 (under 25) a reduced fee of between $10/day(non-airport) or $20/day (at airports) instead of the usual $27/day fee that some other car rental companies charge. Please note that renters under the age of 25 are normally restricted to economy through full size vehicles only. There is nothing special that you have to do or prove in order to get the reduced underage fee. Simply by booking your car with our special web link enables this bonus.

 

The Enterprise underage driver fees are as follows:

  • $10/day - Non-Airport Locations

  • $20/day - Airport Locations (Read the next section!!)

READ THIS MISTAKE: Enterprise is supposed to be $10/day at NON-airport locations and $20/day at airport locations. But every time a trial reservation is made, Enterprise keeps showing $10/day at the airport and it doesn't show any charge at non-airport locations. Please be advised that you may be charged at non airport locations even if it says nothing. We've called our Enterprise rep and also some Enterprise Hawaii locations and they said for our corporate account it's supposed to be $20/day at the airport, but if the reservation comes up saying $10/day at the airport, they've got to go with what the reservation says. (This may change at any time).

PLEASE NOTE: If you wish to call Enterprise Rent-A-Car to confirm the young driver surcharge amount or that the Additional Driver Fee is Waived, please call 808-836-0130. *Be sure to mention that you have booked or are going to book through www.HawaiiCarRentals.net from Corporate Customer Number: TG36020,  and IATA/ARC #03534123. If they don't hear this information from you, or you call Enterprise's mainland or 800 number, they may not acknowledge the waivers, not to mention our discounted rates. Hawaii has its own special rates, discounts and waivers programs that are different from Enterprise mainland. Our Hawaii corporate agreement supersedes Enterprises national terms and conditions. If you have already made your reservation, have your reservation number available so they can look it up if necessary.


What is the Minimum Age to Rent a Car in Hawaii?

What are we supposed to do?

 

Age 18 to 20 - All Islands:
As per our contractual agreement, none of the car rental companies we represent will rent "directly" to anyone who is not at least 21 years old. If you are 18, 19 or 20 years old, it is our understanding that you can rent a Dollar Car Rental (with cash or credit card or Traveler's Checks) for Kauai, Oahu, Maui and the Big Island through Blue Sky Tours Hawaii (BSTH), but only by going through your local travel agent. You cannot book a car rental directly with BSTH; you are required to go through a travel agent and the travel agent must be registered with BSTH. BSTH rates appear to be competitive with our rates, perhaps a bit more, but unlike www.HawaiiCarRentals.net, there are no underage driver surcharge fee discounts nor fee waivers for additional drivers. If you are 18, 19 or 20 years old, expect to pay an underage surcharge fee of $30/day ($210/week). This is in addition to the car rental base rate, taxes and fees. To find a local travel agent in your area that is registered with BSTH, go to www.blueskytours.com and enter your zip code in the slot. If there are no BSTH registered travel agents in your zip code, try some surrounding zip codes, or ask your local travel agent to register with BSTH.

 

Age 18 to 20 - Honolulu Only:
See previous paragraph above. Or, if you contact me, I can direct you to a couple private rental car outlets in Honolulu who will rent to young, "underage drivers" who are 18, 19 and 20 years old. NOTE: I don't know these people or the company and I've never rented from them before. I've read some reviews - some people had a fine experience and other people had really terrible experiences. Rent at your own risk!
